I also love how intense it looks--quite like a gull indeed

I believe likely late 19th c. German, papier mache I believe (hard), all hand painted. 2 7 8" t x 1" w and d. Some paint surface wear loss as evident and I believe some loss to the end of the wood staff (?) she holds.
